A site agent runs a construction site for the contractor. The title is used mainly in civil engineering and building, and the role carries responsibility for delivering the works safely, on programme and within cost, while representing the contractor to the client’s team.
This guide sets out site agent duties and responsibilities and how the role changes by project. It is part of the wider job duties guide.
What Does a Site Agent Do?
A site agent plans and directs the construction work, manages the site team and subcontractors, controls resources and materials, keeps the site safe and compliant, and administers the contract from the contractor’s side including instructions, notices and progress records.
The distinguishing feature of the role is that it is both technical and commercial. A site agent who builds well but does not record delays, confirm verbal instructions in writing or give notice within the contract periods will hand the contractor a loss that no amount of good workmanship recovers.
Health and safety is the non-negotiable part. Under the Construction Regulations the contractor carries defined duties on site, and the site agent is usually the person through whom those duties are actually discharged.
Site agent job descriptions cover four areas at once: production, safety, quality and commercial administration. The commercial half is the one most often neglected under pressure, and it is the half that determines whether a well-built project also makes money.
Key Site Agent Duties and Responsibilities
- Planning the construction programme and short-term work schedules.
- Directing site staff, foremen and subcontractors on daily work.
- Managing plant, materials and labour resources against the programme.
- Ensuring work is built to drawings, specification and quality standards.
- Enforcing health and safety requirements and the site safety plan.
- Chairing site meetings and reporting progress to the client’s team.
- Keeping the site diary, records of delays and daily progress records.
- Issuing and responding to contractual notices and confirming instructions.
- Working with the quantity surveyor on measurement, variations and claims.
- Managing subcontractor performance, coordination and payment recommendations.
- Controlling site costs, waste and plant utilisation.
- Managing handover, snagging and close-out documentation.
Daily Tasks of a Site Agent
- Early: walk the site, hold the morning briefing and allocate the day’s work.
- Morning: resolve access, materials and coordination problems as they arise.
- Midday: site or progress meetings and dealing with the client’s representatives.
- Afternoon: programme updates, ordering, subcontractor coordination and correspondence.
- End of day: complete the site diary, record delays and plan the next day.
Site Agent Skills and Competencies
- Construction knowledge: knowing how the work is actually built and sequenced.
- Programme thinking: seeing which delay matters and which absorbs into float.
- Record discipline: a site diary written daily, not reconstructed at claim time.
- Safety leadership: stopping unsafe work regardless of programme pressure.
- People management: directing a mixed workforce of own staff and subcontractors.
- Contract awareness: giving notice within the period the contract requires.
Site Agent Duties by Workplace or Industry
Civil Engineering and Infrastructure
Roads, pipelines, bulk earthworks and structures, with heavy plant management, survey control, materials testing and public interface responsibilities.
Building and Property Development
Duties centre on trade sequencing, subcontractor coordination, finishes quality, snagging and handover to the client or body corporate.
Industrial and Plant Projects
Working alongside a live operation adds permit-to-work systems, shutdown windows and tight coordination with the client’s operations team.
Remote and Rural Sites
Duties widen to include camp management, local labour and community liaison, logistics planning and greater self-sufficiency on plant and materials.
Across all of these settings the site agent is the contractor’s decision-maker on site, and the person whose daily records determine whether a delay becomes an agreed extension of time or an argument.
